Plant Manager

Responsibilities:
•Manage cylinder fill plant with both medical, specialty Gas and industrial products, including acetylene.
•Controls costs of production along with distribution fleet.
•Maintain good overall safety program with Zero Accidents objective.
•Manage and maintain all aspects of regulatory compliance, including FDA, DOT, OSHA, NFPA and EPA compliance.
•Develop and lead team to achieve objectives.
•Supervises and controls daily operations of the fill plant and cylinder distribution.
•Supervises production operators and cylinder drivers.
•Exercises staffing authority (overtime, temporary hiring, discipline, hiring).
•Manages and motivates subordinates; establishes production goals and objectives.
•Assigns production and maintenance duties within the plant.
•Evaluates performance of subordinates, conducts performance reviews.
•Develop and implement distribution and production schedules and filling and distribution priorities in relation to customer requirements by assigning production, maintenance and other duties within plant.
•Resolves operational problems, ensures plant and vehicle maintenance and proceeds to plan parts/ consumables purchases and arranges the completion thereof.
•Ensures regular data production recording (SCOUT, ALSAM, DTRs).
•Monitors monthly operating costs and checks accurate cost coding and accounts payable.
•Evaluates production, distribution and maintenance operations efficiency and cost-effectiveness through the scorecards data:
•Product losses
•Cylinder asset utilization
•Fill plant efficiency: cost/eqv cylinder filled, equivalent cylinder per employee.
•Cylinders delivered cost/eqv. Distribution efficiency.
•Implements and monitors (without exception) adherence to the Air Liquide policies and procedures (QMS) and regulatory requirements..
•Reports any issue that impacts or may impact safety, the environment, regulatory compliance or customer satisfaction to the Zone Operations Manager (or designee) or directly into the SmartSolve system.
•Evaluates employees performing tasks which require qualification to assess competency and to assure that the employee can perform the task safely and correctly.
•Assures that employees do not work unsupervised until their training and qualification process is complete.
•Assures that Pre-Startup Safety Reviews (PSSRs) are performed and Safe Work Permits are used where required by QMS.
•Assure that plant documentation, including SOPs and master plant drawings are kept current and are available to employees.

•Develop and implement (with assistance from Corporate HSE) annual HSE plan.
•Follow without exception Air Liquide’s standard operating procedures, including compliance to all recordkeeping requirements.
•Maintain site’s compliance with FDA, DOT, OSHA, EPA and any other regulatory agency.
•Lead and attend monthly plant safety meetings.

•Improvement in Customer Satisfaction as it relates to meeting and exceeding customer delivery and quality expectations, such as customer complaint tracking and managing corrective actions.

Requirements:
Technical Expertise:
•Technical degree or equivalent experience in an applicable fill plant operation and cylinder distribution processes.
•Must possess supervisor and employee management skills.
•Extensive working knowledge of FDA, DOT, OSHA, EPA and other government regulations.
•Knowledge of “Best Practices”.
•Knowledge of how to apply principles of root cause analysis.
